The plant for the production of quality bitumen is part of a comprehensive modernization project and replaces the Biturox® plant that Pörner delivered to "Azerneftyag Refinery" in 1995 and that has been producing bitumen successfully for 20 years.
The establishment of a new plant in the Heydar Aliyev Refinery outside the urban area, was a result of the closing of the refinery site in the heart of Baku. Using the latest off-gas treatment system, and being designed for an annual capacity of 400 000 tons road paving bitumen grade 40/60, this plant will meet the high demand for quality bitumen for the further expansion of the road network of Azerbaijan.
The Heydar Aliyev Baku Oil Refinery is located near the capital Baku and is currently undergoing extensive modernization. The annual processing capacity will increase from six million tons to seven and a half million tons. All grades of fuel produced, will comply with Euro 5 standards and are quality feed materials for the Azerkimya downstream plant, such as ethylene, propylene and butylene.

Pörner signed EPCM contract with SOCAR for a new Biturox® plant in Baku
On 2 August 2016, Elman Ismayilov, Director of Heydar Aliyev Refinery, and Andreas Pörner, Pörner Managing Director, signed an EPCM contract for a Biturox® plant in Baku / Azerbaijan.
Based on the EPCM contract, the Pörner Group’s scope of work includes beside the license and pilot tests - carried out in the Pörner research facility - the basic and detail engineering, procurement and delivery of key equipment, construction supervision as well as the commissioning of the plant. The project is scheduled to be completed by mid-2018.
During the contract signing ceremony, SOCAR’s Vice President Tofig Gahramanov emphasized the importance of the signed contract since the Biturox® bitumen plant is the first unit to be commissioned within the reconstruction and modernization project of the refinery, and added that it will lead to the complete decommission of the existing infrastructure of "Azerneftyag Refinery". It will also enable the optimization of the refinery's operating costs and commence the bitumen production of high quality and improve the ecological situation in Baku.
In his speech Andreas Pörner, CEO of the Pörner Group, expressed his contentment on opportunities for the further development of the mutual cooperation and added that he was proud that the Pörner Group was selected as the EPCM contractor for the construction of the new bitumen plant. He emphasized the many years of fair cooperation between both companies.
The starting signal for the project was given in November 2015 when the contract for the license and basic engineering was signed between the Pörner Group and SOCAR. [Pörner News November 2015]
